About BPIA

BPIA was founded in 1999 by Debbie Upland (CEO) and Virginia Fontana (COO). Both women have over 30 years each of insurance industry background. Individual bios are available for detailed information. BPIA is your one-stop shop for all your insurance needs. We provide and service policies for all types of business insurance needs (business liability, property, auto, workers compensation, Directors and Officers, Non-Profits, professional liability). We feature a Group Employee Benefits Division providing medical, dental, vision, disability, long term care, life insurance group plans, 401k, HSA, FSA, personal medical, Covered CA, and Medicare Supplemental plans that are tailored to your benefit needs. Personal Lines (automobile, homeowner, boat, umbrella and flood) are written through our Personal Lines Division (PLD). 

After many years of working for others, Debbie and Virginia decided to become owners of their destiny. They started the business with six employees and today have 28. The agency is "medium" in size and focuses on the small business owner and nonprofit organizations. BPIA's continued growth has been from the referrals (compliments) of our existing clients. 

BPIA’s marketing efforts have been strengthened by joining and becoming owners in United Valley Insurance Services (UVIS). This is a group of small to medium sized agencies throughout the State of California who joined together to become a marketing force which enables us to have pricing clout with the insurance carriers. Over forty percent of our clients are non-profits. Non-profits wear their hearts on their sleeves, work passionately for their cause, with limited funds to provide critical services to the community. For non-profits there are never enough hours in the day or funding to provide program services to the participants. BPIA partners with non-profits to provide insurance programs that foster the spirit of giving to the community.
